A significant dispute has arisen between Education Cabinet Secretary Ezekiel Machogu and his Principal Secretary for Technical, Vocational Education and Training (TVET), Dr. Esther Muoria, concerning a senior job within the Ministry.
In response to these differences, Machogu warned any official within the Ministry who disregards the duly appointed Director of Technical Education, Dr. Meshack C. Opwora.
The letter, directed to all chief executives and directors-general of semi-autonomous government agencies under the State Department for Technical, Vocational Education and Training, as well as Principals of National Polytechnics and Technical Training Institutes, was also copied to Dr. Muoria, Dr. Belio Kipsang (Basic Education PS), and Dr. Beatrice Inyangala (Higher Education and Research PS).
“In the same vein, disregard of any approvals, directives or instructions granted or given by the duly appointed and posted Director, Technical Education, properly performing his functions as such, will be dealt with appropriately, in line with the applicable legal, regulatory and policy framework,” stated Machogu in a letter dated September 1, 2023.
Insider sources at the Ministry have revealed that Machogu’s letter was prompted by alleged efforts by Dr. Muoria to appoint another senior official in the Ministry as the Acting Director of Technical Education.
On April 12, Dr. Muoria appointed John Kiplagat Tuwei as the Acting Director of Vocational and Technical Education (DTE).
During a TVET meeting on August 25, held at Tom Mboya Labour College in Kisumu, Tuwei was introduced by PS Muoria as the Director for Technical Education, despite Dr. Opwora having already been confirmed for the position.
When contacted for a response, Dr. Muoria declined to comment, simply stating that she was not in a position to provide insights on a letter authored by her superior.
