In accordance with the decree issued by President William Ruto, universities have until Tuesday of the next week to make public the cost at which they offer their degree courses to KUCCPS .
The Kenya Universities and Colleges Central Placement Service (KUCCPS) has requested the information from the institutions of higher learning by the due date of May 9 in a letter that was sent to all vice-chancellors and principals of university constituent colleges.
In a letter dated May 5, 2023 and signed by the KUCCPS CEO, Dr. Agnes Mercy Wahome, noted that in as much as KUCCPS will publish all programs, the State will only issue scholarships for learners who select degree programs in public universities.
Meaning students who choose programs in private universities and TVET programmes offered by universities won’t be eligible for Government scholarships, and will only be able to apply for HELB loan.
The directive was issued by President Ruto on May 3, 2023 at State House in Nairobi, immediately after he revealed a new funding model for higher education and technical and vocational training.
Funding for students enrolled at national polytechnics and TVET institutions run by the Ministry of Education will also be made available under the new system.
The President said that beginning with the 2023–2024 school year, funds will no longer play a role in the process of placing students to universities and TVETs.
The Kenya Universities and Colleges Central Placement Service is requesting that all universities and TVETS immediately disclose and submit information on the cost of their academic programs.
Dr. Wahome said during the State House briefing that once all universities submitted information on the expenses of the program, the KUCCPS application portal will open within one week.
According to Dr. Wahome, only the expenditures disclosed to KUCCPS in accordance with the President’s direction and by the deadline would be made public on the KUCCPS portal.
As per KUCCPS, universities must publicly disclose expenditures on just those programs approved by the Commission for University Education.
KUCCPS plans to open the portal by May 17, 2023
